Abstract – Concrete is an irreplaceable material which is being used in infrastructural development of the world. Concrete is incontestable by any other construction material of civil engineering structures. Concrete is the globally accepted construction material in the construction field. The cost of building construction is increasing by using the conventional materials like cement, river sand and coarse aggregates. This is also leading to the reduction of sources of these naturally available materials. In this paper, I phase consists of mix of M30 grade of high strength concrete and environmental friendly concrete at low cost by partial or full replacement of river sand by processing slag sand which is a new alternative material for sand nowadays. In order to reduce the erosion of river sand and to have ecological balances this type of researches has been carried out from last two decades. River sand is replaced by processing slag sand by 0%,25%,50%,75% and 100% to get high strength and durability. Along with this chemical admixture that is super plasticizer called con plast SP430 KMRC is used to get good workability of concrete. From the experimental investigations, the optimum percentage of replacement of RS by PS sand is determined at which maximum strength is achieved. In II phase, the cement is replaced by PMFA by 10%,20% and 30% which is abundantly waste product of Paper Mill, creating disposal problem. In III phase, the cement is replaced by POFA by 10%,20% and 30% which is obtained from the Palm Fruit waste and can be used for boilers in order to produce steam in palm oil industry. POFA is a waste ash which is polluting environment due to improper methods of storage and disposal. This paper also renders the comparative studies on strength properties by usage of PMFA and POFA. The rate analysis is also carried out for replacement of materials for Cost Effective Concrete.
